Open an account:
To have service turned on or transferred, ACSA needs the following
information:
The service and mailing addresses
A
daytime phone number
A
code word of at least eight alphanumeric digits, you may be
asked to supply this code when you call to terminate service.
When requesting water and/or sewer service for a new connection,
please make sure that all necessary County inspections are complete
in order to expedite your application. We require at least a
signed building permit before we can schedule meter installation.
If you are applying for individually billed service to an existing
connection, please coordinate your billing changeover date with
the previous owner or your landlord, so that we can avoid terminating
service; given the size of our work area (approximately 450
square miles), it is usually not possible to resume service
on the same day, once it has been cut. In other words, if the
previous tenant has requested discontinuation of service on
the first of the month, ask for your service to start on the
same day. We will then read the meter and establish the service
in your name.
A $8.00 Initial Bill Fee will be charged to your account, and
will appear on your first month’s bill. Bills are mailed
monthly, and are due when rendered. You may request this service

between the hours of 8:00 a.m. and 5:00 p.m. We can also be

Billing:
Bills are mailed monthly, and are due when rendered. Any outstanding
amount on the account at the next billing date is charged a penalty
of 10% and a late payment fee of 1 ½% per month. You may
pay by mail (please use the return envelope provided), or at the
ACSA offices at 168 Spotnap Road, on Pantops Mountain (map).
For after-hours payments, there is a night depository to the left
of the front door of the building. To pay by credit card (American
Express, Master Card, Visa or Discover), contact Official
Payments Corporation.
Close an
account:
To have your service discontinued ACSA will need:
Your account number or service address
Your
eight-digit security code word
The
date service should be taken out of your name (The water may
be turned off as early as 8:00 a.m. on the day you ask to discontinue
service, unless another party requests service begin on that
day)
Your
forwarding address for the final bill
An ACSA worker will be at the service address on the date requested,
between 8:00 a.m. and 4:30 p.m. If a new customer has requested
service at this address, the water will be left on, and a meter
reading will be taken for billing purposes. If no new request
for water has been made, ACSA will turn off the water.
Your final bill will be mailed to your forwarding address;
if you have a credit on your account, a check will be mailed
along with the final bill.

Rates Adopted:
Beginning July 1, 2008, the following water rates will be
in effect:
Monthly fixed charge: $5.27
Metered Consumption
Residential and all Irrigation Water Rates
(per
1,000 gallons):
Level 1 (0-3,000 gallons per month) $3.86
Level 2 (3,001-6,000 gallons per month) $6.10
Level 3 (Over 6,000 gallons per month) $10.90
Non-Residential and Multi-Family Residential Water Rates:
(except irrigation water) $6.04 (per
1,000 gallons)
Sewer rates $7.00 (per 1,000) gallons
